If the improvements are cosmetic then yes it is recommended that you make those improvement prior to selling. Otherwise you can either wait to see this is so very dependent on the particular situation of the the home owner their finances and the condition of the property. I don't recommend starting to spends thousands of dollars making improvements that wont help raise value.
